The FAA's eIPP program pairs government and electric aviation firms across 26 states, with real-world flights targeted for summer 2026

The US Department of Transportation and the Federal Aviation Administration have launched eight public-private partnerships to integrate electric vertical take-off and landing aircraft, known as eVTOLs, into live operations across 26 states. The programme, announced on 9 March, is the first federal initiative of its kind and targets initial flights as early as this summer.
Rooted in the Trump administration's Unleashing Drone Dominance executive order, the eVTOL Integration Pilot Programme pairs state and local governments with electric aviation companies. Joby Aviation, BETA Technologies, and Archer are among those selected. BETA leads participation, involved in seven of the eight projects spanning at least ten states. Joby will operate across ten states including New York, Texas, Florida, and Arizona.
The operational scope is broad. New York's Port Authority will test passenger flights from a Manhattan heliport. Texas will link Dallas, Austin, San Antonio, and Houston. Florida's programme runs in three phases, covering cargo, passenger service, and medical response. Louisiana will trial flights to offshore Gulf energy platforms.
The FAA reviewed more than 30 proposals before selecting the eight projects, which together form one of the largest live aviation testing environments yet assembled.
The stakes extend beyond the trials themselves. Data gathered over three years of live operations will directly inform federal regulations governing commercial electric aviation. FAA Deputy Administrator Chris Rocheleau said the partnerships would generate the operational experience needed to define safety standards for the national airspace.
For the industry, the programme represents the clearest federal signal yet that advanced air mobility is a national strategic priority.
